City Hires Consultant to Assist with CH21/TH13 Project

During the Mar. 13 City Council meeting, a resolution was approved authorizing staff to solicit proposals for a consultant to help with traffic engineering on the County Highway 21 and Trunk Highway 13 and Arcadia intersection improvement project. This was an effort by the City Council to create an opportunity for a fresh set of eyes to look at a construction project at a very important intersection in Prior Lake.

City staff sent out 7 request for proposals and received three responses including Westwood Professional Services, SRF Consulting and SPAC Consulting. Interviews were conducted with the three consultants. Proposals ranged from $68,000 to $79,000 with staff recommending SRF Consulting which came in at $71,000. Monday night, the City Council voted 4-0 to approve the resolution to accept the proposals and authorized a professional services contract for the CSAH21/TH13 improvement and the Arcadia improvement. These funds will be paid out of the construction fund.

To have a consultant hired in time to help in the discussion with Scott County on April 3, the request for proposal was modified to only include the traffic engineering portion of the project including Arcadia, but remove the Arcadia design portion. If the Arcadia project moves forward, amendments to the consultant’s contract could be made to include design work at the direction of the City Council.

On April 3, at 5 p.m. in the City Council Chambers the Prior Lake City Council and Scott County Commissioners will hold a joint work session. One of the topics to be discussed will be a determination when public input will be conducted.
