Elliot Resigns as Prior Lake Police Chief

Prior Lake City Manager Frank Boyles announced today that Police Chief Mark Elliott has resigned his position effective December 3, 2018. Boyles has appointed Booker T. Hodges, Ph.D. to serve as interim Police Chief effective immediately. Hodges is a 13-year law enforcement professional, who most recently served as Undersheriff of Administration at the Ramsey County Sheriff’s Office. In this role, Hodges oversaw the agency’s $57 million budget, training, human resources, fleet, professional standards, and technology units.
Boyles said of Elliott, “Mark has played an instrumental role in growing the police force and making a number of improvements to the department. We are very grateful for his service to the community.” During his tenure Elliott led the expansion of the department, including the addition of four full-time police officers and one part-time community service officer.  In addition to overseeing the growth of the department, Elliott led the effort to bring body cameras and other improvements to the department. He also secured a new drug task force officer with funding support from the Shakopee Mdewakanton Sioux Community.  “On behalf of the City Council, we are so grateful to Mark for all the work he has done on our behalf”, said Mayor Kirt Briggs.
Prior to joining the Ramsey County Sheriff’s Office, Hodges held positions at the Minnesota State Fair Police Department and the Dakota County Sheriff’s Office, where his experience included working as a school resource officer, patrol deputy, narcotics detective, SWAT operator, and patrol overnight watch commander. He is a past president of the Minneapolis NAACP. Hodges earned a doctorate degree in public administration from Hamline University in 2015, a master’s degree from Saint Mary’s University in 2007, and a bachelor’s degree from Florida Southern College in 2000.  Hodges is married, and he and his wife have two young sons.
